Does John Chiang have a Boss?

Who is California state Controller John Chiang’s boss? The answer is surprisingly elusive. Right now, it appears that Chiang doesn’t even answer to the governor or the executive branch, much less the state’s judiciary.

Governor Arnold Schwarzenegger recently ordered Chiang to pay the state’s civil servant workers minimum wage until the legislature can pass a budget. But Chiang told the governor no.

State Budget Deadline Passes without a Budget Agreement

Americans for Prosperity of California calls on legislature and governor to pass balanced budget and respect state law

CAMARILLO – Tomorrow marks the first day of the fiscal year, but the state legislature and Governor Schwarzenegger have not yet agreed on a new state budget. Article IV of the State Constitution mandates the legislature pass a budget on June 15. But, two weeks later, the legislature is still flouting its constitutional obligation.
