Stimulus money for broadband should be targeted to markets where there is no competition.
The so-called stimulus bill passed in February contains more than $7 billion to encourage broadband infrastructure development and increase demand. The stated intent is to help "unserved" and "underserved" areas in the country bridge the digital divide.
